A fall arrest system protects workers from a fall when working at-height on a platform, climbing a ladder, or any other structure. The system is only used when a tech is working close to an edge, or exposed to a fall, but not actually in suspension. A Vertical Fall Arrest System is one version of this system. It usually takes the form of a single anchored line, or steel cable, and is used when ascending or descending a structure where the risk of an at-height fall exists. For example, when using a ladder.
During your IRATA Assessment, L2 and L3 certifying techs could be asked to demonstrate competence rigging a temporary fall arrest system to protect a vertical climb.
